Executive Bio – Terry Collins
Director, Munitions Response
Terry is an honorably discharged USMC veteran with over 20 years of experience in military and civilian Explosive Ordnance Disposal (EOD), and military munitions response services (MMRS) contracting to include; unexploded ordnance (UXO) and landmine clearance. Terry is a graduate of the US Navy NAVSCHEOD and a certified PMP and Six Sigma Black Belt. He has a diverse background of expertise in management and planning of MMRS and environmental restoration programs to include; manual and mechanical UXO/landmine clearance, environmental assessments and sampling, weapons removal and abatement services and capacity building in post conflict and combat zones. Terry represents RELYANT on several corporate memberships and committees to include; The National Association of OEW Contractors (NAOC), Master Blaster Association, and the International Stability Operations Association (ISOA/IPOA). Terry also leads our licensing and accreditation efforts for the United Nations, NATO and Department of State. Terry has worked and operated throughout the world in many austere and challenging environments to include; Afghanistan, Laos, Vietnam, Cambodia, South Korea, Chad, Sudan, Iraq and Libya.
Business Experience
Terry is a recognized technical and business management professional with strengths in government and private sector contract management, work plan development, site health safety plans, and operations. Terry currently leads a MMR business unit with contracts valued over $49M and has been a key part of management teams responsible for managing contracts valued at over $500 million. Terry has extensive experience with the International Mine Action Standards (IMAS), The Ottawa Convention for Mine Ban Treaty. Terry was the Program Manager for a $35M sub-contract to the US Army Corps of Engineers’ prime contract for the Coalition Munitions Clearance program in Iraq. Terry has managed other programs internationally of equal value in South East Asia, Iraq, Afghanistan and Australia. Terry’s understanding and experience in the MMR industry has led to RELYANT’s capability to establish and maintain a 0.0 EMR safety rating and a noteworthy quality assurance program for contract delivery.
Military Background
Terry is a decorated combat veteran of the US Marine Corps. He served over 10 years around the world as an infantry NCO and EOD Staff NCO leading operational teams on several deployments. Terry received the Navy Commendation Medal for a contingency evacuation of the US Embassy in Burma and is decorated for service in the Persian Gulf during Operations Desert Shield and Storm. Terry deployed multiple times as part of a Marine Expeditionary Unit – Special Operations Capable during the Cold War. He most proud of the fact that he is an official Shellback and member of Ancient Order of the Deep having entered the Royal Domain of Neptunas Rex aboard the USS Tarawa.
