Executive Bio – Kenneth Biles
Vice President, Business Development
Kenneth Biles, MBA, MS is the Vice President of Business Development for RELYANT, LLC. Mr. Biles is responsible for corporate growth through strategic planning, market analysis/awareness, corporate sales, and networking. As one of the founding members of the RELYANT, he is dedicated to seeing the company thrive and reach its fullest potential. Ken provides direction and guidance to the Business Development department to ensure alignment with the company’s strategies and initiatives.
With more than 14 years experience in corporate growth and managing federal contracts, Mr. Biles brings significant expertise to RELYANT. His civilian experience includes formulation, execution, and management of international Government and commercial contracts. Ken has been coordinating pre/post contract management and acquisition/procurement operations with organizations and agencies such as the Joint Contracting Command – Iraq, Multi-National Security Command – Iraq, local Government Ministries and other international commercial companies. Ken’s breadth of knowledge and experience allows him to successfully grow contracts and develop /execute annual Business Development Plans, as well as analyzing and developing diversified opportunities for company growth.
Ken joined the United States Air Force in service to his country and rose to the rank of Captain. While in the military, Ken worked as an Operations Manager, Contracting Officer, Quality Control/Quality Assurance Manager, and Program Integrator and Contract Manager. As a Program Integrator/Contract Manager, for the KC-135 Programmed Depot Maintenance (PDM) Ken was Specifically chosen by the CMO Commander/Operations Chief as advisor on all issues related to the customer and to serve as leader for the Program Support Team (PST) representing the full range of contract management disciplines in support of the PDM major program. Ken was Key team member for establishing multi-billion dollar Bridge Contract to provide KC135 Program Depot Maintenance. Ken’s role as a Quality Control/Quality Assurance Manager, he was charged with Managing contractor (Boeing) Quality Assurance and Compliance on multiple levels of KC135 Program Depot Maintenance production, as such Ken was key in developing the KC135 Program Depot Maintenance Quality Function Deployment development (QFD). Ken’s core duty (AFSC) in the Military was a Warranted Contracting Officer whereas he ensured effective acquisition planning and advised commanders and staff on contracting operations as well as conferred with other government agencies, military departments and commercial concerns to explain mission requirements, contractual interpretations and policy. Ken was crucial in navigating contracting system processes and formulating contracting policy and procedures, and direct contracting operations. Ken’s extensive military experience provides a solid background for leading the Business Development team at RELYANT.
Continuing Education and Certifications
Continuing Education is important to Ken as a personal development tool and as he encourages and supports his staff in the completion of certifications and coursework relevant to their own personal growth and professional development. Ken holds a Bachelor of Arts from the University of Arkansas, a Masters in Business Administration from the University of Phoenix, and a Masters of Science in Resource Management from Webster University. Additionally, Ken has completed professional contracting certifications from the Defense Acquisition University.
